Barkla graduated from UWRF in 1952. She served as UW Regent Emeritus from 1972-1980, the first woman to do so. This collection contains documents relating to her legal career and UWRF affirmative action.
This series documents affirmative action initiatives, minority and women's advocacy efforts, administrative planning, legal matters, and institutional development at the University of Wisconsin-River Falls during the early to mid-1970s. Materials include affirmative action reports and program proposals relating to women, minority faculty and staff, Native Americans, and multicultural outreach; priority program plans aimed at increasing educational opportunities and support services for underrepresented groups; correspondence on university governance, mission statements, budgeting, divestiture, and campus affairs; personal correspondence and organizational records; legal documents from several lawsuits involving the Board of Regents; and reports concerning Native American outreach, Minority Services Office planning, Board of Regents hearings and visits, and veterinary medical education. The records consist of correspondence, reports, proposals, handouts, brochures, agendas, newspaper clippings, photographs, resolutions, position papers, and other administrative documents.
